UPDATE June 4, 2014: Student Health Insurance

Notice to all students with regard to

Student Health Insurance Plans at New Jersey City University

As of the 2014-15 academic year, New Jersey City University will not offer a student health insurance plan.  New Jersey Statute 18A:62-15, modified by the State Legislature and signed into law by Governor Christie last July, no longer requires New Jersey colleges and universities to insure that students are covered by health insurance policies.  It was the intention of both the Legislature and the Governor to enable students to select their own health plans rather than have plans selected by the school.

In addition, with the passage of the federal Patient Protection and Affordability Care Act (PPACA), all citizens must have insurance coverage through a PPACA compliant plan or they will be subject to tax fines beginning in January of 2014.  In response, the Federal Government has established health insurance exchanges that allow families and individuals, who need health insurance, to compare coverage and related costs among a variety of insurance companies.

The PPACA also required employer plans to continue to provide dependent coverage to their employee’s dependents up to age 26.  Additionally, the PPACA expanded Medicaid eligibility in many states, including New Jersey.  To determine eligibility for the expanded Medicaid coverage, students will also need to apply through the state’s healthcare exchange.

Students who previously relied upon the student health insurance plan will now need to find coverage from another source.  Students should first determine if they are eligible for extended dependent coverage under a parent’s health insurance plan.  The next step requires the student to access the health insurance exchange for your state.  For New Jersey and most other states that would be www.healthcare.gov

While the open enrollment period for 2014 is closed, NJCU students will be eligible for a special enrollment due to a life change (health insurance policy terminated).  A check list from the web site is attached with the information needed for the application process.  Additionally, students will need to provide evidence that they were covered by a credible health insurance plan.  For students who were previously covered by NJCU’s plan with United Healthcare, call the insurance company at 1-800-505-4160 to obtain the appropriate documentation.

Students should begin the process to obtain new health insurance at least 30 days prior to the expiration of the current insurance in order to avoid any lapse in coverage.  The current student insurance policy will terminate on August 1, 2014.

The coverage available through the exchanges will provide healthcare insurance through December 31, 2014.  Beginning November 15, 2014, the open enrollment period for the 2015 health insurance policy will begin and students will need to apply to continue coverage for 2015.
