NJCU and GLACO to Sign Groundbreaking MOU on November 30
University to Host Signing Ceremony on November 30 at NJCU School of Business

JERSEY CITY, N.J. | New Jersey City University (NJCU) led by NJCU’s Guarini Institute for International Education and Economic Mobility will announce details of a first-of-its-kind memorandum of understanding (MOU) with GLACO — Grupo Latinoamericano de Cónsules en New Jersey — at a news conference and signing ceremony in the Skyline Room of the NJCU School of Business (200 Hudson Street, Harborside 2) in Jersey City, N.J. on Thursday, November 30, 2023 from 4-5:30 p.m.
NJCU will become the first higher educational institution in New Jersey to enter into a formal collaboration agreement to partner with GLACO — an alliance made up of 17 Latin American consulates that aim to collaborate when offering consular services as well as migratory, educational and health issues. The organization contributes towards the recognition of the Latino community in New Jersey, establishing dialogues with local institutions and government agencies.
The MOU will be signed by Andrés Acebo, Interim President NJCU and Roberto Ariel Valles Montes, Consul General of El Salvador in New Jersey and President of GLACO. Acebo is just the second known Hispanic to serve as the leader of a four-year public university in New Jersey, and the only current Latino to lead a college or university (public or private) in the state. The Guarini Institute serves as the facilitator for this agreement.
The purpose of the MOU is to explore ways for NJCU to collaborate with the consulates, and thus will, strengthen both institutions' commitment to serving Hispanic communities in New Jersey.
NJCU Interim President Andrés Acebo said: “With the signing of this memorandum of understanding, our university strengthens its commitment to serving the most socioeconomically diverse student population in the state. NJCU has played a critical role in our community for generations and today’s MOU is yet another investment in those who depend on this institution. As an anchor institution for Hudson County and the region, our mission-driven work goes far beyond the classroom and is essential to the Jersey City and Hudson County communities, and we will continue focusing on being mission driven to bettering the lives of and providing educational access to our underserved communities. So many members of our community are from nations within the GLACO footprint, and I am excited about the outcomes this MOU will bolster.”
“This memorandum of understanding takes a step further in the rich relationship between NJCU and Latin America and the Latino community in New Jersey,” acknowledged Adrián Franco, Ph.D., the Executive Director of the Guarini Institute at NJCU. “It provides our university with a framework to better coordinate initiatives with 17 countries to advance the educational priorities and economic mobility of the Latin American and Latino families we serve. The agreement represents a clear continuation of the successful projects that the Guarini Institute has facilitated on behalf of NJCU with international partners."
As President of GLACO, Consul General Ariel Valle understands that Latin American communities settled in the State of New Jersey share a common past and history, from which an active relationship and solidarity is born. Individuals from the countries represented by GLACO offer contributions to society ranging from art and culture to the economy and public services.
GLACO President Ariel Valle said: "By signing this memorandum of understanding we are taking concrete action on our commitment to address the challenges that communities of Latin American countries face in a similar way, which, because of their complexity, demand immediate attention and encourage the development of shared strategies for the achievement of common solutions within the framework of respect for human rights and international cooperation, based on dialogue, mutual understanding, shared responsibility and reciprocity."
A key objective of the MOU will be to initiate higher education programs and services designed and promoted that will be tailored to the Latin American and Latino community in New Jersey to advance their educational attainment and career development. Furthermore, the MOU will establish partnerships between Latin America higher education institutions and NJCU faculty and staff to promote international education programs. NJCU and GLACO will also partner to jointly celebrate Hispanic Heritage Month and Latin American holidays through organized events and programs.
NJCU is the oldest minority and Hispanic-serving public university in the state, serving thousands of first-generation students. It has an undergraduate population which is 45% Latinx and 54% first generation. The university’s demographics mirror those of Hudson County, which is home to 293,000 Hispanics — 42.5% of the county’s population. In the most ethnically diverse city in the United States, Latinos account for 28% of Jersey City’s total population. In Union City, one of the top sending districts of NJCU’s students and the hometown of President Acebo, Latinos make up 80% of the population. Additionally, in the 2020 census, New Jersey’s Latino population exceeded 2 million people — making up 21.6% of the state’s total population.

Launched in November 2020, the Institute’s mission is to create novel tools to facilitate the economic mobility of individuals and families experiencing financial hardship. JERSEY CITY, N.J. | New Jersey City University (NJCU), encabezaba por el ‘Guarini Institute para International Education y Economic Mobility’, anunciara detalles de un memorando de entendimiento (MOU por sus siglas en inglés) sin precedentes con GLACO – Grupo Latinoamericano de Cónsules en New Jersey – en una conferencia de prensa y ceremonia de firma en el Skyline Room de la escuela de negocios de NJCU (200 Hudson Street, Harborside 2) en Jersey City, N.J. el Jueves 30 de Noviembre de 16:00 a 17:30 hrs.
NJCU se convertirá en la primera institución de educación superior en el estado de Nueva Jersey en establecer un tratado de colaboración formal para asociarse con GLACO – una alianza conformada por 17 países latinoamericanos que buscan juntar fuerzas para ofrecer servicios consulares, así como abordar temas migratorios, educativos y de salud. La organización es un agente importante entorno al reconocimiento de la comunidad Latina en Nueva Jersey, estableciendo diálogos con instituciones locales y agencias gubernamentales.
El MOU será firmado por Andrés Acebo, Presidente Interino de NJCU Y Roberto Ariel Valles Montes, Cónsul General de El Salvador en Nueva Jersey y presidente de GLACO. Acebo se convirtió en el Segundo Hispano en asumir la presidencia de una Universidad pública de cuatro años en Nueva Jersey. Actualmente, es el único liderando una universidad (tanto pública como privada) en el estado. El Instituto Guarini se enorgullece de facilitar este acuerdo entre NJCU y GLACO. Como presidente de GLACO, el Cónsul General Ariel Valle reconoce que las comunidades latinoamericanas en el estado de Nueva Jersey comparten una historia y pasado en común, de la cual se desarrolla una relación de fraternidad y solidaridad. Sus contribuciones a la sociedad son varias y abarcan desde el arte y la cultura hasta la economía y servicios.
El propósito de este MOU es explorar formar para NJCU de colaborar con otros consulados, fortaleciendo así su compromiso de servir a comunidades Hispanas en Nueva Jersey.
Andrés Acebo, Presidente Interino de NJCU, dijo: “Con el firmado de este memorando de entendimiento, nuestra universidad refuerza su compromiso de servir a los sectores de población estudiantil más diversa a nivel socioeconómico en el estado. NJCU ha asumido un papel crítico en nuestra comunidad por generaciones y este MOU es otra inversión en todos aquellos que dependen de nuestra institución. El presidente de GLACO, Ariel Valle dijo: "Al firmar este memorando de entendimiento, estamos tomando medidas concretas en nuestro compromiso de abordar los desafíos que enfrentan de manera similar las comunidades de países latinoamericanos, los cuales, debido a su complejidad, requieren atención inmediata y fomentan el desarrollo de estrategias compartidas. De esta manera se logran soluciones comunes en el marco del respeto a los derechos humanos y la cooperación internacional, basada en el diálogo, la comprensión mutua, la responsabilidad compartida y la reciprocidad."
Uno de los objetivos del MOU es iniciar programas de educación superior diseñados y promovidos de manera específica para las comunidades latinoamericanas en Nueva Jersey para avanzar en su nivel educativo y desarrollo profesional. Además, el MOU establecerá asociaciones entre instituciones de educación superior de América Latina y los docentes y empleados de NJCU para promover programas de educación internacional. A su vez, NJCU y GLACO trabajarán en conjunto para celebrar el Mes de la Herencia Hispana y otros días festivos latinoamericanos a través de eventos y programas organizados.
NJCU es la universidad pública más antigua que sirve a minorías e hispanos en el estado, atendiendo a miles de estudiantes de primera generación. La población de pregrado está compuesta en un 45% por estudiantes latinos y un 54% estudiantes de primera generación. Las características demográficas de la universidad reflejan las de Hudson County, que alberga a 293,000 hispanos, representando el 42.5% de la población del condado. En Jersey City, la ciudad más étnicamente diversa de los Estados Unidos, los latinos contribuyen el 28% de la población total. En Union City, uno de los distritos que más contribuye estudiantes a NJCU y la ciudad natal del Presidente Acebo, los latinos representan el 80% de la población. Además, en el censo de 2020, la población latina de Nueva Jersey superó los 2 millones de personas, lo que equivale al 21.6% de la población total del estado.
